  18. Taking the Pluralist Path

  20. <p>    While others in the East bloc have been talking about
  21. democratization, Hungary has been doing it. Last week, with the
  22. blessing of Communist Party leader Karoly Grosz, the parliament
  23. passed new laws giving Hungarians the right to form independent
  24. political parties and participate in public demonstrations. The
  25. legislature also agreed to enact a further measure needed to
  26. enfranchise the parties by Aug. 1, giving them ample time to
  27. prepare for next year's legislative elections.

  29. <p>    In the seven months since Grosz succeeded the long-ruling
  30. Janos Kadar as head of Hungary's Communist Party, dozens of
  31. independent political associations have begun organizing.
  32. Though there is no legal provision for such parties, the
  33. reform-minded Grosz regime has not challenged them. Communist
  34. regimes have not been known for power sharing, and skeptics
  35. wonder if a true multiparty system will emerge. But Karoly
  36. Ravasz, spokesman for the Independent Smallholders party, was
  37. convinced that the change was genuine. Said he: "We are now on
  38. the road of a pluralist society."
